This is not actually feasible, the kloned executable needs an  
operating system to execute.

The memory restriction could be worked out by carefully trimming the  
unused bits.

Without an OS kloned can't be executed on the embedded device.  If  
your use case allows that, you could flash the kloned executable on  
the embedded device, then let windows "mount" the embedded device and  
execute it.

Anyway, if you could provide some more information about the device  
and the web application we can be more accurate.
