KLone does not implement XML-RPC natively, but you can use its HTTP/S  
transport to layer XML-RPC on it.

yes, e.g. Archie Cobbs' libpdel (ftp://ftp.freebsd.org/pub/FreeBSD/ports/local-distfiles/archie/libpdel-0.5.3.tar.gz 
) has an xmlrpc server module.
